I removed the SD card on one of my PiStar RPI's. Plugged it in and the sequence is: Three blinks of all the lights. Then green stays on and SVC blinks. This is with NO SD card inserted. If necessary, I can take a video and post it. The PI4 Does not do this. Only the green light comes on and stays on...

Tried that already.
Note that the lights are supposed to blink 3x BEFORE the operating system is booted. Not doing that.
The problem happens even with no SD card inserted.

I am 100% convinced this is a hardware compatibility issue between the pi4 and these particular mmdvm hats all of which are from the same ebay seller. Same hat on the pi3 or pi-zero does the three blinks after applying power and works perfectly thereafter. This is even with no SD card installed. So ...

Yes, 100%. I have built a dozen of these but never with the RPI4.

Good question. Pressing the reset does activate all the light but rebooting brings it back to non working state. Crazy!

Not so simple. This happens even without any SD card inserted.
The other lights do not come on under any circumstances even after you select the modem.
Works perfectly in RPI ZERO AND 3b+.
