Just got round to installing a new USB 128GB memory stick on the system. Noticed when I plug the stick into the windows machine it shows it as exFAT. You could maybe set-up fstab to automount the USB drive AS the directory that the log files are saved upon (though modifying the system to not roll-over the log files every two days [everytime I look, I only see <today> and <yesterday>] is another matter).

It's a feature of the BrandMeister servers -- and hence pretty much independent of hotspot. The most recently activated dynamic talk group is treated as a "static".

Do you have a CAT 5 cable connection at the time?

I vaguely recall my RPi-3 only brings up the WiFi when I do NOT have a CAT 5 cable connection.
