Please check the frequency -offset. The TX/RX-frequencies can deviate by several 100Hz, your hotspot may work but you hear nothing.

The parameters are called RXOFFSET and TXOFFSET. You can find them under configuration-expert-mmdvm. With this parameters you can adjust the frequency-deviation of the TCXO. Your TCXO-frequency should be 14.7456 MHz. An offset of 100 Hz leads to a deviation of abt 3 kHz for the Rx/TX-frequencies at ...

Did you check the frequency of the TCXO of your MMDVM? Sometimes there are frequency deviations of a few 100 Hz for the RX/TX-frequencies.

I solve the problem with the captive portals by using a travel router GL-inet A1300. My hotspot is connected by LAN to this router, the power supply for the hotspot is the USB-port of the router.

Did you check the frequency offset of the hotspot?
I had the same problem with my Anytone 878 and found, that the hotspot had an offset of more than 2 kHz. The Anytone seams to be sensitive to frequency offset.

imho it's not the output power of the hotspot but it's frequency. Did you check and adjust the RX/TX - offset e.g. by using MMDVMcal?
I had the same problem with my EuroNode, the offset was 2300Hz and after I entered it, everything works.

According to the datasheet the maximum output-power of an ADF7021 (mostly used in hotspots) is 13dBm.
Looking at the signal of this device, I would not recommend to connect it to an outdoor antenna or an power-amplifier without additional filtering means.
