I ran into this situation while I was trying to run an XLX Master as well as DMR Gateway. The problem was that I had the wrong modem selected. I chose one that said Raspberry Pi Hat (Dual Band). Once I selected the MMDVM Raspberry Pi Hat (GPIO) the problem fixed and both TS1 and TS2 are now enabled ...
