I have used Gateway on both Buster and Bullsye with same config settings giving access to XLX, BM, Phoenix, TGIF, and a cross over DMR2YSF with no problems. You state that DMR+ accepts 7 digits on all and 8 digits on some - the drop down boxes on the "Configuration" section do not seem to allow for "1" digit -
