V4 RC2 TimeServer

Dear Andy,

no high priority, but apparently there are no more time announcements (Time Announcements are switched on under D-Star Configuration with Rpi 3B+ and MMDVM_Dual_Hat Modem).

Tested it here, worked exactly like it should, can't re-produce this.

-ditto- time announcements have been running fine here with RC 4.0 since day one.

Try toggling the feature off and back on. If that doesn't work, you may need to do a factory reset or burn a new image.
