You'll need to be running rels. 4.0 RC3 to work with the 3B+ & 3A+ model Pi's.
The earlier 3.4.* rels. won't work with those models.

I can confirm that a PI 3 B+ will run V4.0.0 RC3 when it won't boot V3.4.17.

Now I can try hooking up the MMDVM_HS_HAT_DUPLEX v1.0.

I had same problem.
This board has a 3V3 regulator fed from the 5V rail, for some strange reason it feeds it's 3v3 back out to the 3v3 pin on the GPIO.
This cant be good for the 3V3.
I cut the skinny track feeding the 3V3 back to the GPIO pin, it now boots and makes some LEDS flash.
