I'm running Dstar on a Zumspot using Pi-Star, is there a way to implement on DCS or CTCSS tone in Pi-Star? If not, are there any future plans to add this feature in Pi-Star?

Those features are associated with analogue (FM) transmissions and not used with any digital voice modes, so most prob. Not, no.
