I'm guessing that is a simplex hotspot, so the same frequency will be used for both Rx and Tx. You can configure the frequency you want to use in Pi-Star, in the Radio Frequency field of the General Configuration module on the Configuration page. For a simplex MMDVM hotspot, you'll want to choose an appropriate frequency in the UHF range.
Note: Avoid frequencies used for other purposes, for example, 435.0 - 438.0 and 145.8 - 146.0, which are used internationally for satellite communication, which can be disrupted by even low power hotspot transmissions. See your country's band plan and your local frequency use plan to choose an appropriate frequency.

The unmentioned corollary: said frequency will also have to be defined in one or more channels in the radio (codeplug).
