Ok, i use WinSCP indeed, copied/download (right click on file) dnsmasq.conf from the right panel (pi-star inside) to the left panel (my desktop).
Edited file on my desktop with the new dns servers (just the two ipv4 servers till now).
Opened ssh in my pi-star dashboard.
...............................
Also i deleted the dnsmasq.conf in the pi-star (ssh in my pi-star dashboard)
(do not reboot without the file please!!!)
with your commands (thanks):

rpi-rw
sudo rm /etc/dnsmasq.conf
(and refresh panel in /etc with WinSCP)
................................
Copied/upload with WinSCP from my left panel (my desktop) to the right panel (pi-star) the new dnsmasq.conf in the /tmp/ folder.
In the ssh dashboard (http pi-star) changed dir(ectory) to /tmp/ folder:
cd /tmp/
...................................
Copy from /tmp folder with:
sudo cp dnsmasq.conf /etc/
from my pi-star terminal the file to /etc in pi-star. Done.
Refresh panels in WinSCP. File back. (Be shure the new file exists in the right panel!) :D
.........................................
rpi-ro then exit or sudo reboot...
