Strange behavior Jumbospot with PI4

Here is the situation. I have a total of four Chinese Jumbo spots that have been working flawlessly with RPI Zero W and full size RPI 3B+. I needed to build a few more so I purchased some RPI 4's. None of the Chinese Jumbo spots work in any of the RPI 4's. When the card is inserted, and powered, only the green led on the card comes on, no other lights come on and of course the unit does not work as a hot spot.

I purchased the "official" RPI 4 PSU, still nothing.

I tried with and without the SD card inserted, same behavior.

So I know the Jumbo spots work, I know the RPI 4's work, but they don't seem to work together.

Not so simple. This happens even without any SD card inserted.

The other lights do not come on under any circumstances even after you select the modem.

Works perfectly in RPI ZERO AND 3b+.

Good question. Pressing the reset does activate all the light but rebooting brings it back to non working state. Crazy!

Yes, 100%. I have built a dozen of these but never with the RPI4.

I am 100% convinced this is a hardware compatibility issue between the pi4 and these particular mmdvm hats all of which are from the same ebay seller.

Same hat on the pi3 or pi-zero does the three blinks after applying power and works perfectly thereafter. This is even with no SD card installed. So this completely rules out any possible software issues.

I've always found that modem selection causes problems, I suggest you change it to what Jason mentioned up thread and try again.
