Hi Does anyone have any information on these radio controller boards that are currently selling on ebay? can they be upgraded? what do you select in config etc?

They are pretty much the same as all the other MMDVM hats except they may be more cheaply made. The MMDVM folks open sourced their hardware and the folks in China jumped on it and made the exact product that was open sourced from the files of the dev team.

Just like a lot of other crap on Ebay, you'd be lucky to get any support or documentation.
It looks like a "MMDVM" Radio Modem (not Hotspot), to connect with a radio or repeater.
There are lots of alternatives that are produced by real HAMs, who do provide support.
eg: STM32 based modem boards from Zum Radio, Repeater Builder, BI7JTA, DF2ET and a number of other HAMs in Europe as well.
