ZUM Radio MMDVM-pi audio issuses

I have a Zum Radio MMDVM-pi 0.9 board and I'm trying to make a high power D-star hotspot. The radio I'm using is a ICOM IC-207h.

It seems to receive my ID-5100 well and forwards good audio to the reflector. However signals coming from the reflector transmited by the 207h are very low in volume when received by my 5100.

Any ideas where I should be looking for the problem?

I remember back in the day of Dstarrepeater setups the '207 wasn't that great a rig to choose as the node radio.

Ok is the 208 any better?

Or any ideas on a inexpensive readily available radio that is better?

For DSTAR ft7800 ft8800 worked well.
Tait TM8100 series and Motorola GM 300 series.

Thanks. I'm still curious why the audio would be so low if the radio is decoding the digital stream.

I would think that the audio levels would be encoded as part of the digital stream.

But maybe I don't have a good grasp on the problem
