no dashboard using Wireless

Equipment Raspberry pi
Pistar Pi-Star_RPi_V3.4.17_20-Jan-2019

pistar is configured with wifi and ethernet. and works ok
I can access the dashboard from the ethernet connection with no problem
if I unplug the ethernet then I lose the ability to access the dashboard
after rebooting pistar the post screen on the pistar image reports that my address is 192.168.0.11.
inserting that IP address in the browser, it doesnt connect
AP is activated in the image.
it works ok in every other way except no dashboard on wifi on any device.
Any idea,s what i am missing.

That IP# looks like something issued via DHCP from some WiFi router. Does that router block access to nodes via WiFi (ie: it only routes from a client to the Internet, but block client->router->client connection).

If the Auto AP mode starts, the IP # is 192.168.50.1 (per https://amateurradionotes.com/pi-star.htm#stepc )
