rasberry pi pings and appears on wi-fi network but cannot conbect

Hello, I recently purchased a jumbo spot rtq and followed all the instructions for connecting to wifi. I did use the tool to add the file to obtain the wi-fi connection and it appeared to work correctly. I added the file to the root directory on the SD card and it "moved" to a different file location when I powered up the hotspot. I understand this is what is supposed to happen.

I ran a network scan and "Rasberry Pi ..." appears with an IP address. I pinged it and got positive results. However i cannot connect to the dashboard when I try to access via http://pi-star. I get a "connection refused error".The local connection did not work either. I also tried some suggested ways to connect given by members here. No luck.

I also connected to my Xfinity router and pi-star appeared as a connected device. It was a 2.4 ghz connection as required.

I get a slow blinking red light on the hotspot which I understand might be a power issue but I have a power supply that delivers the required amperage.

I also reset the router but still could not connect.

Any suggestions would be much appreciated!

0.57 which is router address and got "connection refused".

unable to connect with PuTTY. Maybe a corrupt SD card?

Could your router have IP isolation enabled? That stops local devices seeing each other.

Thanks. It is a home router, I have not had any issues connecting any other devices. I will see if IP isolation is enabled.

The image that I copied and pasted here was from the router not the scanning app.
The other devices listed are also on the 10.0... subnet. However, I tested connectivity on a couple of others like this iPad I am using now and I get “connection error” so maybe these same devices are really in another network and not accessible for some reason? Except for the raspberry pi all other devices are working properly. So cannot understand the connection errors I am getting on them.

If I go to the imager and load the OS on a new SD card is the operating system the first choice on the imager? RASPBERRY PI OS (32 BIT)?

Forgot to mention: router is Cisco model DPC 3941T. I ordered the Jumbo Hotspot RTQ from EBay. Pretty sure it is one of those cheap Chinese clones.
I should also mention that I have a Shark RF Openspot and have had no connectivity or setup issues. I purchased this primarily for P 25.

And scanner does not scan ports.
