Do you have any version numbers on the modem Hat PCB?

I can't see any version numbers on the board. I tried to take a pic and upload it with this message, but it says the image is too large.
I have reseated the MMDVM board, but to no avail. Oddly, this very board has been working fine on Dstar for the past 6months. My woes have only just started with trying to make it work on DMR.
Do you think going to the new version of pi-star will help?

Well given that you have a broken system I don't see why not.
I would recommend setting up the new version from scratch, maybe keep the current SD card and use a new one for the new image.
Then configure from there, if you have a WiFi capable Pi then the WiFi builder tool on the pistar.uk site is useful.

Well, before doing the update, I switched Dstar back on and that still seemed to be happy.
Have now tried, a Pi3b power-supply just in case and upgraded to "Pi-Star:4.1.2 / Dashboard: 20200706" and to no avail. We are back on the good ol' RED lights.
The debug doesn't really show any thing of use, just this.
If I grep DMR from the log, it shows as failed. Is it supposed to be running?
Is there any way to get more debug data from the Pi-star in relation to DMR?

I don't see why you need the DMR2NXDN services running, I would suggest that you turn all that off and just enable the DMR. In my DMR-only hotspot Configuration page I have just the top slide button enabled, nothing else.
For debug, you can generally turn on more debug in the Expert menus, each debug setting is separate and can be enabled independently.

Your subject states you can't get to Brandmeister...
Have you tried with just a Brandmeister master configuration and NOT that DMR Gateway?
