Duplexer Woes!

Hi all,
Apologies if this is in the wrong section,
But I bought a 6 cavity duplexer from China (yes, I know!) that was supposedly tuned to the customer requirements. I'm seeing a VSWR of 2.5:1 on the TX. I've changed patch leads etc, and taken the duplexer out of the loop, and am seeing 1:1 between the TX and antenna.
Is it possible that it has been incorrectly tuned? I don't have the required gear to be able to test it myself. If the high SWR is down to incorrect tuning, is there anybody here that I can send it down to so that they can have a look and retune as required?
