When Andy released 4.0.0, he mentioned that it was designed to work on all RPi models: "I even tested it on the Original Pi A (256MB RAM), it even works on that." As far as I have seen, he never said anything different about 4.1, so I'm guessing that it should work on all RPi boards, too. It's true that older boards will be slower, especially when booting up or when applying changes (I even get impatient with the Zero W doing those tasks), but for routine use and as long as you're patient, it seems that the older boards should work.
The B+ is still being sold by retailers like Adafruit and Element14, and it's surprisingly expensive at $30, so I guess it's still considered a useful board.
To narrow down whether the issue is related to Buster, it would be interesting to test Pi-Star 4.1 with the B+ board plugged directly into the network via an ethernet cable, and also to test it with a different WiFi dongle.

Just fer sh*ts n giggles I still have a original b model. I Use it with an old dvap when I need to shake the dust out of the dstar radios, Andy said it would work. jokingly I needed to check for myself. and it does, currently it's running rc4, I think. But it def.runing the new 4. With no issue.
