Suspect not...

One needs a DMR (CCS7?) ID to register the hotspot with most of the DMR servers.
One needs an Amateur callsign in order to register for a DMR ID.

From the server point of view, a hotspot and a repeater isn't greatly different, and require verifiable callsigns before going live.

Hmmm, one also needs a DMR ID to be programmed into one's DMR radio.

Its possible, but its generally a really bad idea to put a transmitter in the hands of an unlicensed individual, so him having access to a hotspot is out of the question, and I'll avoid that topic.

Maybe you can convince your buddy to just take the exam.

My thoughts on how it is possible is pretty complicated, but basically you'd have to have a SDR and run some software on a computer near your hotspot to decode and capture the audio and then stream it to him using some streaming software. Something similar to what users on broadcastify do for police and fire here in the US. No hotspot or license needed to just listen.
If someones previous actions are any indication of their future actions, then I predict the deletion and removal of access will happen at any moment. 7-11-2020.

Given every hotspot transmits using the hams callsign setup in the config, and he doesnt have a callsign to add. No.

Theres nothing stopping him however from listening to ur hotspot transmission, providing hes in range of it.

In short - you don't, it is not legal.
Pi-Star will re-transmit conversations and call related meta data (like the DMR ID etc), you just cant do that legally without a valid licence.

Have tou tried to see if you can maybe find something on broadvastify. I do know that there are some ham clubs that connect the repeater to broadcastify for the public to listen.
