Can NOT connect to Dashboard

Hello, Pi-star is working on home computer and cellular phone BUT I can NOT connect to Dashboard to make changes. I have been to the download site, used admin and local, to no avail. So, I have no way of controlling the device. I am hoping that I do not have to download a new setup :cry:
