Unable to link to most reflectors

I have two hotspots using Pi W and updated to pi-star 4.1.18 this week. Both are setup for P25 and are on different frequencies. The only reflectors that they will link with are Papa and Alabama P25 reflectors. They appear to not link with any other reflector, always showing "not linked" at the bottom of the admin page and when I transmit the voice reply is "not linked".

There are times when one will indicate linked to a reflector but when I transmit both hotspots will show "not linked".

Is this a setup problem? pi-star problem? P25 system problem? Any tips appreciated.
