Just a wild guess:
Index key (digit, word, or letter)
Offset to start of voice sample
Length of voice sample
Units for offset and length are unknown... I'm pretty certain it does not take 37 seconds to play-back "seven", conversely, 37 samples would be quite short if the file is CD-quality (44100 samples per second).

Thats a start. thanks.
I was really trying to add a few more words as I have enabled voice for dmr to aid a blind ham in our club
I have it reading back a talk group number and spelling out a few letters.
Occurs after first keyup after changing talk groups.
Next step was to add a few words.
