Can I use a HDMI monitor or Pi screen with pi-star

In a word yes, but there will be very little to see on it.
Pi-star doesn't include a GUI there is no graphical user interface loaded with the pi-star image. If you connect a HDMI or pi screen all you will have access to is the Command Line Interface and command prompt.
