DASHBOARD NO ACCESS

For the love of god and everything that is holy!!!!!!!! I cant access anything on my dashboard. what is going on. It's just the dashboard with nothing available. I don't have any options at all. No options to configure or nothing. Im at my wits end. Any suggestions.
