How do I set it up so my HotSpot connects to my iPhone 11?

I am trying to use a new MMDVM HS Hat to use when I drive thanks.

I have done that, but it still doesn't connect all of the time. For some reason my iPad is easier to configure.

I have VZW and my plan includes 4G WiFi tethering.
