TX/RF Offset Question

Can someone help me understand the TX/RX Offset setting? I am seeing occasional high BER in P25 (3.7% and such). I have been doing a trial and error adjustment and find that +250 has made it better but is there a way using a frequency counter (assuming I can find a good accurate one) to set this "spot on". Can I put the HS in transmit and tune this for zero error (for example).

Thanks for that I did not know that program was in there. I gave it a try and it looks like 200 is good. We'll see if things work better.
