Unable to upgrade firware to v1.5.2 on 7 hotspots

I have 7 mmdvm dual pio boards that will not upgrade to https://github.com/juribeparada/MMDVM_H ... tag/v1.5.2
All are running Pi-Star:4.1.3 / Dashboard: 20201205, half of the hotspots are running on Pi 3b and Pi 4's with same issue. All have been updated and upgraded to the latest versions.
Not sure if I am doing something wrong, but the error seen in SSH and the results as follows: "Failed to init device" I even did it twice on all 7 hotspots with the same errror, the second time checking that the folder was empty prior to downloading the file again. I've double checked that it is the correct modem and it is a mmdvm dual hat 14.7456mhz. Any ideas ??
