Tried that already.
Note that the lights are supposed to blink 3x BEFORE the operating system is booted. Not doing that.
The problem happens even with no SD card inserted.

I removed the SD card on one of my PiStar RPI's. Plugged it in and the sequence is:
Three blinks of all the lights. Then green stays on and SVC blinks.
This is with NO SD card inserted.
If necessary, I can take a video and post it.
The PI4 Does not do this. Only the green light comes on and stays on.
Selecting the modem mentioned earlier in this thread makes no difference as the pistar software does not detect the modem.
I performed two weeks of troubleshooting before posting this question to this forum.
