When I key up my anytone 878 my modem reboots. If I move the radio farther away from the modem the problem goes away.

What reboots? The radio, or the hotspot?
If the latter, make sure your radio is set for the lowest power level possible, and try to allow something like 10 feet between radio and hotspot. Even lowest power on most radios is massive compared to the power from the hotspot, and could overload the hotspot front-end. Frequency setting(s) could also result in some mixing products that might affect other circuits.
