BER13% but only on TG23526 (Hubnet)

HI, can anyone help with this problem the BER is so high but selectively, only on TG23526 on other talk groups it's like 0.2% I am unable to use Hubnet because of this. I have tried the rx offset etc all to no improvement, I have reinstalled the code plug on my Retivis RT3S and still the same.
