No TX/RX but server shows traffic (FreeDMR)

I have a repeater connected to a FreeDMR server. Recently, the repeater stopped seeing/transmitting network traffic (no dashboard or transmitter activity), and local RF does not show up on FreeDMR server dashboard or over the network. It works fine as a local repeater.
The FreeDMR server dashboard shows the repeater is connected and static talkgroups defined in my mmdvm "options" config are being routed to it as normal. When I key the repeater, it does not show up at being received at the server.
What am I missing?
