Intensity of the radio signal (RSSI) not change

In the dashboard of my pi-star 4.1.6, in the panel, where it highlights the intensity of the radio signal (RSSI) of those who access the hotspot, it always gives me the value of "S9 + 6dB (-87 dBm)" in any situation of power or distance find me transmitting, in DMR. Is there any parameter to tweak to mark the exact intensity of the received radio signal?
