Ok so at this point I'd concentrate on the home router. It doesnt matter where the pistar ap is outputting as you only connect to it to config the connection to ur home routers wifi.
Given the pi will be much closer to ur laptop than the neighbours router it shouldnt make that much difference for the odd time youll connect with it.
Alt use the wpa builder from the pistar website and then no need to interact with pistar AP at all.
