Scanning Modes

I sometimes configure for scanning modes.
Has anybody else here noticed inconsistencies with this feature?
Sometimes it seems to change modes and other times not.
I ahve experimented with various settings in:
RF Hangtime Net Hangtime
Is there some other setting that I may have missed that starts and stops the mode scanning function?
