Can I run Pi-Star on ethernet connection?
I've add
dtoverlay=disable-wifi
dtoverlay=disable-bt
in the config.txt and confirmed that Wifi is down. The problem is when the hotspot lost power, it seems not to boot back up. I'm not sure if this problem is anything to do with Wi-Fi turned off?

Yes, you can run ethernet only, without wifi.
Generally, the hotspot should connect to ethernet as its first choice, and basically ignore the wifi thereafter, assuming an ethernet connection is valid/viable at bootup. Things can get messed up after that if that connection window is missed.
Have you tried running with the wifi turned ON but with an empty wifi connection list?

Thank you for getting back, I think I've solve the problem. After the power blip everything is going haywire and I have to unplugged/re-plugged lots of things. I've just found out I've plugged the USB OTG to ethernet adapter in to the power port of the pi. Re-plugged it to the data port and it seems to be working fine.
