Are message "labels" that scroll across my Icom ID-52A screen, such as "/INFO" or "/TIME", transmitted to reflector-linked stations? I also see these labels in the Pi-star dashboard. Radio, hotspot or D-Star documentation does not appear to address this question.

No theyre local to you and anyone who can receive the tranamission of ur hotspot, not passing over the networks.
