Yep you can do that. Just Google "setting a static ip in raspbian buster"

Just remember to use the rpi-rw command before you follow any other how-to so the pistar files are writable.

if the Pi-Star software supports a command line for changing settings, one could set up a CRON job (make a backup, as Pi-Star updates might reset crontabs) to do the switch-over. Dmr gateway gives me the ability to connect with upto 5 instances across different network providers. So if e.g.. A decision was made to remove it, as it wasn't overly reliable, didn't always update in real-time and in some instances didn't show at all.

I guess that depends if ur linking with reflectors or Tg. I don't use DMR+ that often, but one of my installs uses dmrgateway. so for me all connections there were reflector based. As I'm using tg8 for talk through. As I don't make extensive use of that particular network I've never had the need to ...

No. the current pistar release doesn't support FM repeater mode.
