You leave off the important information...

WHAT IP address?

If the device has not been configured yet, it will create its own access point (which will not have internet access), and you have connect to that access point (basically, tell your computer to NOT connect to your normal router and search for other access points).

After you've connected in access point mode, you can enter your WiFi router credentials. Then you reboot the Pi-Star -- only then should it seek out and connect to your router.

Addendum: What model of Raspberry-Pi does that kit claim to be using... That photo seems to show three large connections on the /side/ of the box -- I can't tell but it looks like an HDMI and two USB ports... But an R-Pi 3 has USB power, HDMI, and audio jack on the side, and 4 USB ports on the end. The R-Pi 4 has USB power, two mini HDMI, and audio on the side

Your saying pistar home page. Do you mean the home page? pistar.uk

Or do you mean the pistar dashboard page? http://pi-star.local

Seeing pistar.uk has nothing to do with the hotspot -- that is just between your browser and the Internet via your router.

Again -- when you have this difficulty, does your ROUTER show an active connection for the hotspot? If it does, then one of the following should be able to connect to the dashboard:

http://pi-star/
http://pi-star.local/
http://mmm.nnn.ooo.ppp/ (where this is the IP number shown by your router).

If the router does not show an IP# allocated to the hotspot, then the hotspot is likely in auto-AP mode, waiting for you to connect to it (not via the router -- you need a direct wi-fi connection from your computer to "pi-star-setup"); you will NOT have internet access during this stage. You need to then configure your router's Wi-Fi credentials, save (apply), and reboot the hotspot.
