It seems that whilst the /etc/ssh/sshd_config.d directory exists the /etc/ssh/sshd_config file stands absent the proper include line to effectuate conf files placed therein.

What an odd response! It seems you are answering in some daffy duck kind of "its mine, mine, mine, all mine" kind of way to what was otherwise intended to be a technical question. I will presume that I was inarticulate and I will try to express myself in a way differential to my original question in order to try to get a useful answer. I never said it was incorrect, I am curious why it was modified (no longer the standard default file provided by the developers), when in the absence of files in the sshd_config.d directory there is no impact to leaving it the same as the distribution originally had it.
Pi-Star version v4.2.3 is based on Bullseye (Debian 11), and the most recent version of openssh that Pi-Star instantiates is "1:8.4p1-5+deb11u5" (with all updates applied). That version of openssh by default provides an sshd_config file which includes the line "Include /etc/ssh/sshd_config.d/*.conf" in it. It seems as though you removed that line for some reason, even though it has zero impact if no files are placed in sshd_config.d subdirectory. Might I ask why that was done when the impact is only to inconvenience people whom might otherwise be desirous of modifying the configuration of openssh server?
If the answer is I am the King of Pi-Star and I do what I want without any regard to who likes what I do, so be it. But, being the intelligent person you are I am presuming that you did it for some technical reason and am curious what that technical reason is.
